docs: rewrite agents.md with complete, accurate agent instructions
- Add file length target (400 lines) and ceiling (600 lines)
- Fix testing command (was missing python -m pytest)
- Add conventional commits, ruff/mypy, structured_log, uv rules
- Remove duplication with contributing.md
- Tighten UI section with concrete references
